MINIMUM REQUIREMENTS
An appropriate 3-year tertiary qualification (National Diploma/B-Degree or higher qualification); A minimum of 1-year related experience in an Internal Control or Governance environment. Recommendation: A valid code B (or higher) driving license.
Competencies: Knowledge in the following: Financial Norms and Standards (Public Finance Management Act, National Treasury Regulations and Provincial Treasury Instructions); Risk Management frameworks, Internal Control tools, and techniques; Government Accounting Standards (GRAP); Economic Reporting Framework including Standard Charts of Accounts; Communication (written and verbal) skills; The Capacity to analyze, conceptualize and implement policy; Computer proficiency in MS Office (Word, Excel, and PowerPoint); Planning, organizing and presenting skills.
DUTIES AND RESPONSIBILITIES
Assure proper governance: Improve policies, procedures, and processes of the internal control unit; Develop and review compliance monitoring tools; Render input on policy development (i.e. SCM); Render assurance services; Evaluate the effectiveness of financial prescripts (inspections); Conducting audits/inspections, drafting reports.
communicating findings and assuring the implementation of corrective measures and preventative controls; Give fraud and losses management services; Assure the implementation and sustaining of an integrated loss control system; Coordinate capacity building initiatives and fraud prevention on behalf of the department.
