Metro Police and Traffic Learnership Programme 2025

The City of Cape Town invites suitably qualified, unemployed youth to apply for an 18-month Learnership Programme in Road Traffic Law Enforcement. This opportunity is ideal for those passionate about public service and law enforcement.

The Minimum Requirements

To be considered for this learnership, applicants must meet the following criteria:

  • Must have a Grade 12 (Matric) qualification; certified documentary proof is required and must be a permanent resident within the jurisdiction of Cape Town; documentary proof is required.
  • Must be proficient in English and at least one official South African language.
  • Must currently be unemployed Students and EPWP staff are also eligible to apply.
  • Must be between the ages of 18 and 34 years and must be medically and physically fit to undergo strenuous physical training.
  • They must be fully aware of their health status and physical capabilities before arriving for fitness assessments.
  • Must be able to work well in a team and handle stressful situations and must have no criminal record.
  • Must have a valid driving license (minimum Code B, manual transmission).
  • Must be able to complete the Further Education and Training Certificate in Road Traffic Law Enforcement, as well as the Law Enforcement Skills Program SP4/2012, and must have no visible tattoos when wearing any of the service uniforms.

Fitness Assessments (Compulsory)

All shortlisted candidates will be required to pass the following compulsory physical fitness tests. These assessments will be conducted as an elimination process. Failing one test will disqualify the candidate from proceeding to the next.

  1. 2.4 km Run
    • Males: Complete within 11 minutes
    • Females: Complete within 13 minutes
  2. Push-Ups (1 Minute)
    • 30 push-ups in 60 seconds (both males and females)
  3. Sit-Ups (1 Minute)
    • 30 sit-ups in 60 seconds (both males and females)
  4. Dead Load Carry (100m)
    • Carry 2 x 25kg weights (one in each hand)
  5. Tyre Drag (20m)
    • Drag a tyre for 20 meters (both males and females)
  6. 20m Shuttle Run
    • 10 shuttle runs in 60 seconds (both males and females)
  7. Wall Climb
    • Clear a 2.1-meter-high wall (both males and females)
  8. Motorcycle Reach Test
    • Must pass motorcycle reach requirement
  9. Comfort Swim Test
    • Swim using any stroke, unassisted.

Note: Pregnant persons will not be allowed to undergo physical assessments.

Selection Process

Shortlisted applicants will also be required to:

  • Pass a written assessment and Attend an interview
  • Pass a medical evaluation conducted by the City
  • Pass a compulsory drug test at a designated City testing facility
  • Submit to a criminal record check via fingerprinting and ID verification (no other clearance will be accepted)
  • Pass a driver assessment

 

All successful candidates will be subject to the Public Safety Training College Code of Conduct and must meet the required standards for all unit requirements.

Special Conditions

  • The City is not obligated to offer permanent employment after the learnership is completed.
  • Applicants previously dismissed from any government entity for misconduct will not be considered.
  • Due to the physical nature of the training, applicants with chronic illnesses, impairments, or other health conditions may be excluded from participation.
  • Any failure to disclose medical conditions may result in immediate withdrawal from the program.
  • Successful candidates will be required to:
    • Wear a uniform
    • Work shifts and in all weather conditions
    • Be willing to work anywhere within the City of Cape Town, including outside its boundaries when required.
    • Maintain high physical fitness levels and undergo regular medical and psychological evaluations.
    • Complete all additional required training.
  • Employees may not engage in private work or run any business without prior written consent from the city.
  • Employees may not benefit from any municipal contracts or conduct business with the state.

Remuneration

 

  • Learners will receive an allowance of R34.91 per hour for the duration of the program.
  • Training will be provided by the Public Safety Training College.
  • Program Duration: 1 June 2025 – 30 November 2026 (18 months)

Important Information for Shortlisted Candidates

  • You will be notified via SMS or phone call to attend assessments and bring your own sports gear, food, and water to the venue.
  • Only candidates with no criminal records, no pending cases who pass the drug test will be considered for employment, and being shortlisted and assessed does not guarantee a job offer.
  • Canvassing (trying to influence hiring decisions) is strictly prohibited and will disqualify your application and If appointed, you must be available for rostered work and cannot hold other employment or run a business without prior approval from the City Manager.
  • Random drug, alcohol, or substance testing may occur during your employment.
